Isaiah 27 is the hope of Israel's redemption. Isaiah 28 pronounces judgment on Ephraim and Jerusalem and announces the Cornerstone in Zion: "...thus says the Lord God, “Behold, I am the one who has laid[c] as a foundation in Zion, a stone, a tested stone, a precious cornerstone, of a sure foundation..." (Isaiah 28:16 ESV).
